Castle Rock Water is looking to grow its automation system over the next 7 years utilizing the SCADA Master Plan. We will be replacing old hardware with new Allen Bradley PLC’s and a FactoryTalk control system. This project will be following the PlantPax philosophy and is a great way to utilize your skills and keep up with future technology.
Castle Rock Water has an outstanding opportunity for a SCADA Instrumentation & Controls Engineering Supervisor. This position is responsible for the direct supervision, leadership, and professional development of the Town’s SCADA engineering staff. This role oversees the planning, design, implementation, and lifecycle management of the Town’s instrumentation, automation, and control systems while ensuring alignment with organizational goals, regulatory requirements, and industry best practices.
In addition to serving as a senior technical authority, the Supervisor is accountable for mentoring team members, coordinating project assignments, and ensuring consistency in engineering standards, cybersecurity practices, and preventative maintenance programs. This position builds upon and exceeds the responsibilities of the I&C Engineer IV, with added responsibility for leading a team, managing priorities, and providing strategic oversight for SCADA and control system initiatives across the organization.
Essential Duties & Responsibilities:
Supervises, mentors, and evaluates the performance of Instrumentation and Controls Engineers; provides technical guidance, professional development, and coaching.
Plans, assigns, and reviews engineering workload to ensure the timely and accurate delivery of SCADA and control system projects.
Leads the development and enforcement of Town-wide standards, specifications, and engineering practices related to instrumentation, automation, and cybersecurity.
Serves as senior technical authority for SCADA, PLC, HMI, and communication systems, offering expert-level troubleshooting and oversight. 
Oversees and participates in the planning, development, and execution of preventative maintenance programs for instrumentation and control systems.
Provides leadership in the design, implementation, and continuous improvement of SCADA architecture and integration across water, wastewater, and water resources systems.
Ensures best practices in cybersecurity, including firewalls, managed switches, VPNs, and secure remote access solutions.
Manages consultant and contractor activities related to SCADA and control system integration; ensures deliverables meet Town standards and regulatory requirements.
Facilitates cross-departmental coordination with Engineering, Operations, and the Division of Innovation and Technology (DoIT).
Supports capital planning, project budgeting, and procurement processes for major SCADA-related projects. 
In conjunction with the SCADA Superintendent, the development and justification of the SCADA division budget, as well as monitoring and recommending expenditures, and adjusting as necessary.
Administers version control, change management, and system backup strategies for all control system assets.
Promotes continuous improvement initiatives in engineering practices, documentation, and project execution. 
Ensure staff are appropriately trained on equipment operation, confined spaces, safety, and other job-related functions. 
Provides 24/7 supervisory support and participates in the SCADA on-call rotation, ensuring rapid resolution of issues affecting operational continuity.
Assist with snow removal duties at Castle Rock Water facilities using manual tools (e.g., shovel), as necessary.
Perform other related duties as assigned.
 
Physical Demands:
May include exertion of moderate physical effort to include lifting, carrying, pushing and/or pulling of objects and materials up to 60 pounds
Frequent performance of activities requiring a full range of body movement including climbing, balancing, stooping, kneeling/bending, crouching, crawling, and/or twisting  
Frequent hand/eye coordination to operate tools and electrical equipment as well as for driving equipment and vehicles
Vision for reading, recording and interpreting information
Speech communication and hearing to maintain communication with employees and citizens
Work Environment:
Ability to drive to and physically access Town facilities 
Some duties may be performed in potentially any weather and environmental conditions
Ability to safely work with and in close proximity to high voltage electrical equipment
Equipment Used:
This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
 
Must satisfactorily complete a criminal background check and driving record check prior to commencing employment.

Requirements
Minimum Qualifications:
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education: A Bachelor’s degree in Engineering, Computer Science, Information Technology, or a related field
Experience: At least ten (10) years of progressively responsible experience in SCADA, instrumentation, and control systems, including at least three (3) years in a supervisory or team lead capacity; or an equivalent combination of education and experience.
Licenses and/or Certifications Required: a valid Driver's License
Preferred Qualifications:
- Professional Engineer (PE) in a relevant field.
- Ignition Gold Certification
- ISA Certified Control Systems Technician Level 2 (CCST L2) or higher.
- CISCO network certifications
- Cybersecurity-related certifications
- Rockwell Automation certified training credentials
 
Knowledge, Skills, and Abilities:
- Expert-level knowledge of electrical theory, digital/analog circuits, and control system hardware/software design.
- Expert-level knowledge of SCADA systems (FactoryTalk View SE and Ignition), PLC/HMI development, and cybersecurity practices.
- Extensive experience with Allen-Bradley, Bristol Babcock/Emerson, and Opto 22 PLCs and RTUs.
- Advanced proficiency in programming, troubleshooting, and integrating structured text, ladder logic, and function block code within Studio 5000 and other SCADA development environments.
- Skilled in SQL integration, HMI/PLC data collection, alarm management, and historical trending systems.
- Advanced proficiency in industrial communication protocols, including Ethernet/IP, serial, and wireless telemetry systems (e.g., CIP, MQTT, Modbus).
- Proficient in reading and interpreting engineering drawings, P&IDs, schematics, and network diagrams.
- Thorough knowledge of NFPA 70E electrical safety standards and industry best practices for safe work on high-voltage equipment.
- Strong analytical and diagnostic skills for complex instrumentation, automation, and network issues.
- Knowledge of regulatory requirements and best practices for water and wastewater system operations.
- Demonstrated ability to lead, mentor, and develop technical staff through coaching, training, and performance feedback.
- Skilled in workload management, resource allocation, and project prioritization across multiple concurrent initiatives.
- Ability to foster teamwork, resolve conflicts, and promote a collaborative work environment.
- Strong communication skills with the ability to explain technical concepts to both technical and non-technical audiences.
- Proven ability to drive strategic initiatives, implement process improvements, and align engineering work with organizational goals.
